Scholarship Description:
The Hubert H. Humphrey Fellowship for the class of 2023-2024 is now accepting applications online until October 1, 2022. The Hubert Humphrey Fellowship Program is designed for experienced professionals who want to improve their leadership skills through a mutual exchange of knowledge and understanding about issues of mutual concern in the United States and Fellows’ home countries.

The Fellowship, as a non-degree programme, provides valuable opportunities for professional development through selected university courses, conference attendance, networking, and practical work experiences.
Throughout the year, Fellows pursue their individual programme goals while also collaborating with their Humphrey colleagues in workshops and seminars. Unlike a typical graduate school experience, the Program encourages Fellows to travel away from their host campus in order to learn more about American culture and network with American peers.

Nominations must be submitted by October 1 to the Institute of International Education office in Washington, DC. The application deadlines differ by country.

The programme provides mid-career professionals from Africa, Asia, Latin America, the Caribbean, the Middle East, Europe, and Eurasia with the opportunity to advance their careers by participating in specialised 10-month programmes.
What is the stipend for the Humphrey Fellowship?
Supplemental funds are available for professional activities such as field trips and conference attendance. Humphrey Fellowships cannot be renewed. The monthly maintenance allowance ranges from US$1,900 to $2,400, depending on where you live in the United States.

Hubert Humphrey Fellowship Eligibility
- An undergraduate degree (first university or Bachelor’s)
Five years of full-time professional experience is required.
Prior experience in the United States is limited or non-existent.

Application Procedure for Humphrey Fellowships 2023-2024
National Screening is the first stage.
Overseas, the Humphrey Program is supported by Binational Fulbright Commissions/Foundations or the Public Affairs Sections of US embassies. Commissions and embassies review Humphrey Fellowship Program applications, invite selected applicants for interviews, and determine which applications are to be forwarded to the Institute of International Education in Washington, D.C. for further consideration. Please contact your country’s Embassy or Commission to learn about its selection criteria.

Stage 2: The Institute of International Education conducts a screening.
Nominations must be submitted by October 1 to the Institute of International Education (IIE) office in Washington, DC. Each country has a different deadline for applicants to submit their applications to the Embassy or Commission. Please check with your country’s Embassy or Fulbright Commission to learn about the application deadline.
IIE evaluates all submitted applications for basic eligibility before convening regional Candidate Review Committees (CRC).
Stage 3: Review Committees for Candidates
In December, Candidate Review Committees meet in Washington, DC. To review applications from a specific region of the world, independent expert panellists with regional experience who work in academia, international organisations, or non-governmental organisations are recruited.
Stage 4: J. William Fulbright Foreign Scholarship Board approval
Congress established the J. William Fulbright Foreign Scholarship Board (FSB) to oversee the Fulbright Program and other Fulbright exchange activities, including the Humphrey Fellowship Program. The FSB establishes policies and procedures for the administration of the Humphrey Fellowship Program, has final authority over all fellow selections, and oversees the Program’s operations both in the United States and abroad.
Stage 5: Selected Humphrey Fellows Placement
Following FSB approval, the Department of State will announce the final election results to participating US embassies and Binational Fulbright Commissions, who will notify candidates of their status. The Institute of International Education places approved candidates at universities in the United States that have been chosen to host Humphrey Fellows. Candidates’ fields of study and programme plan statements expressed in their applications determine placement.

By October 1, 2022, Embassies and Commissions must submit their nominations to the Institute of International Education office in Washington, DC.
Can you bring your family to the United States?
Fellows may apply to have their family join them in the United States shortly after they arrive. However, because the Humphrey Program is very demanding and Fellows spend significant time away from their host campus, bringing one’s family should be carefully considered. In addition, the Humphrey Program does not provide a separate maintenance allowance for dependents.
Before they can apply for J-2 visas for their dependents, fellows must show proof of financial support, adequate insurance coverage for their dependents that meets US State Department requirements, and child care plans. Not all countries allow Humphrey Fellows to bring dependents with them during their Fellowship year.
